  • It is unavoidable that the snow plows will push some snow on your driveway and sidewalks. Time does not allow for the crews to come back to remove the snow from individual driveways and sidewalks. To minimize this, please be sure to shovel the snow from your driveway and sidewalks into your yard instead of the street.

  • No. It is the responsibility of property owners within the City of Phillipsburg to maintain pedestrian sidewalks adjacent to their properties in a manner safe for pedestrian use. The city does provide a cost-sharing program in which the city will pay for a portion of the cost of sidewalk concrete.

  • Trash must be placed at the curb by 8:00 am on the assigned trash day. If the trash is not at the curb, it will not be picked up unless there has been a request to be on the solid waste assistance list, in which the city will retrieve the poly-karts. The trash will also not be picked up if the poly-kart or dumpsters contains materials that are not allowed.

Occasionally, the city will collect tree limbs and brush after severe storms if public works staff is available. The city also has a city-wide clean up in the spring and fall and the public works staff will collect tree limbs and brush.

During non-business hours, call the Phillipsburg Water Plant at (785) 543-5023 or (785) 543-1941. If nobody can be reached, please call the Phillips County Sheriff's non-emergency line at (785) 543-6885.

  • Call Kansas One-Call at 1-800-DIGSAFE for locating all public utilities. The city cannot locate private sewer service lines.

  • New service taps must be performed by a licensed plumbing contractor and a sewer tap fee must be paid in advance. The public works foreman must also inspect the tap prior to backfilling the new connection.

  • It depends on the type of usage (i.e. residential, commercial, industrial). For residential service, there is a standard rate if water is used in that month, plus a set rate per 1,000 gallons that is based on the amount of water used for the service during the winter months of December, January, and February.
