1. What is the Housing Authority?

The Housing Authority is an entity of the City of Phillipsburg which operates Westview Homes.

2. What is Westview Homes?

Westview Homes is a low-income apartment complex that has 41 units and is located at 302 West F Street in Phillipsburg.

3. Who is eligible to live here?

Anyone is eligible to apply for housing however elderly, disabled, or displaced people have preference.

4. How much is the apartment rent?

Rent is based on income, which figures out to roughly 30% of the person’s income. Elderly and disabled are allowed to deduct part of their medical expenses.

5. What size are the apartments?

There are four sizes of apartments at Westview Homes. The efficiency apartments are approximately 422 square feet. The one bedroom apartments (built in 1972) are approximately 544 square feet. The one bedroom apartments (built in 1982) are 792 square feet and the 2 bedroom apartments are 750 square feet.

6. Are pets allowed?

One small pet is allowed with a pet deposit.

7. Is building maintenance and lawn care provided?

All maintenance, snow removal, and lawn care is provided.

8. Is there a community room that can be used for gatherings of family / friends?

Yes, a community room / kitchen is available for rent to the public.

9. Are there activities at Westview Homes?

Westview Homes has a Senior Citizens’ Club which has meals prepared on Monday, Wednesday and Friday at noon with announcements made at 11:55 am. The meals are $4.00 per person, or a side dish may be brought in that serves 8 to 10 people instead of paying for the meal. The Senior Citizens’ Club also has game night (playing cards) on Tuesday at 7:00 pm, and a club meeting once a month. The Phillips County Health Department leads line dance and exercises on Tuesday and Thursday in the community room.

10. Do I have to live at Westview Homes to be a member of the Senior Citizens' Club?

All seniors are welcome to join.

2. The city snow plows pushed snow into my driveway and sidewalk. Will they come an remove it?

It is unavoidable that the snow plows will push some snow on your driveway and sidewalks. Time does not allow for the crews to come back to remove the snow from individual driveways and sidewalks. To minimize this, please be sure to shovel the snow from your driveway and sidewalks into your yard instead of the street.

1. What day is my trash service?

2. Why didn't my trash get picked up?

Trash must be placed at the curb by 8:00 am on the assigned trash day. If the trash is not at the curb, it will not be picked up unless there has been a request to be on the solid waste assistance list, in which the city will retrieve the poly-karts. The trash will also not be picked up if the poly-kart or dumpsters contains materials that are not allowed.

3. What materials are not allowed in poly-karts or dumpsters?

4. Will the city provide solid waste assistance for those customers that are unable to place the poly-kart at the curb?

Yes. Please call the City Office at (785) 543-5234 to request to be placed on the assistance list.

Yes. The city has a Yard Waste Pick-Up Program available for a fee. The city also provides trucks on the weekends at no cost for residents to place either grass and leaves or tree limbs to be taken to the landfill. Call the City Office at (785) 543-5234.

The city does not collect tree limbs or brush as a part a solid waste. The city does provide trucks on the weekends at no cost for residents for placing tree limbs to be taken to the landfill. Occasionally, the city will collect tree limbs and brush after severe storms if public works staff is available. The city also has a city-wide clean up in the spring and fall and the public works staff will collect tree limbs and brush.

9. When is the city-wide clean up?

The city typically provides one week of city-wide clean up in the spring and fall. The clean up dates will be announced on KKAN/KQMA, in the local newspapers, and on this website.

1. My sidewalks need to be replaced. Is the city responsible for replacing it?

No. It is the responsibility of property owners within the City of Phillipsburg to maintain pedestrian sidewalks adjacent to their properties in a manner safe for pedestrian use. The city does provide a cost-sharing program in which the city will pay for a portion of the cost of sidewalk concrete.

1. Who do I call if a backflow occurs?

If a backflow occurs during normal business hours (Monday through Friday from 8:00 am to 5:00 pm), call the City Office at (785) 543-5234.

During non-business hours, call the Phillipsburg Water Plant at (785) 543-5023 or (785) 543-1941. If nobody can be reached, please call the Phillips County Sheriff's non-emergency line at (785) 543-6885.

2. I need to locate a sewer line on my property. Who do I call?

Call Kansas One-Call at 1-800-DIGSAFE for locating all public utilities. The city cannot locate private sewer service lines.

3. How do I get a new sanitary sewer service connection to the public main?

New service taps must be performed by a licensed plumbing contractor and a sewer tap fee must be paid in advance. The public works foreman must also inspect the tap prior to backfilling the new connection.

4. How are my sewer rates calculated?

It depends on the type of usage (i.e. residential, commercial, industrial). For residential service, there is a standard rate if water is used in that month, plus a set rate per 1,000 gallons that is based on the amount of water used for the service during the winter months of December, January, and February.
