1. My sidewalks need to be replaced. Is the city responsible for replacing it?: No. It is the responsibility of property owners within the City of Phillipsburg to maintain pedestrian sidewalks adjacent to their properties in a manner safe for pedestrian use. The city does provide a cost-sharing program in which the city will pay for a portion of the cost of sidewalk concrete.
